[MT–SIL] A Strategic Partnership for Digital Transformation
On Friday, September 26th, Mauritius Telecom (MT) and State Informatics Ltd (SIL) signed a memorandum of understanding at MT's headquarters in Port Louis. The signing ceremony was attended by the Minister of Information Technology, Communication, and Innovation, Avinash Ramtohul. Veemal Gungadin, CEO of Mauritius Telecom, and Parmesh Pallanee, Managing Director of SIL, finalized this agreement, marking the beginning of a new era of public-private collaboration aimed at driving Mauritius's digital transformation.
This partnership will pave the way for collaborations on government digital transformation projects outlined in the Digital Transformation Blueprint 2025-2029 – A Bridge to the Future, which sets the strategic direction for Mauritius's digital transformation from 2025 to 2029. The plan aims to leverage technology to create a more inclusive, participatory, and sustainable society while positioning Mauritius as a significant player in the digital economy.
Under the memorandum of understanding, MT and SIL will combine their expertise to support the implementation of national-level digital transformation initiatives.

For Parmesh Pallanee, Managing Director of SIL, this memorandum of understanding with Mauritius Telecom is part of State Informatics Ltd's commitment to fostering synergy between private and public institutions while breaking down existing information silos that hinder the country's digital transformation. "This collaboration will allow us to showcase our expertise in various fields, especially in supporting large-scale national digital transformation projects that benefit both the public and private sectors. We believe that together, by uniting our strengths and placing the citizen at the center of our actions, we can build a more inclusive, innovative, and forward-looking Mauritius," he affirmed.
Meanwhile, the Minister of Information Technology, Communication, and Innovation, Dr. Avinash Ramtohul, welcomed this initiative in line with the Digital Transformation Blueprint 2025–2029. "I warmly applaud this initiative, which strengthens our national ambition to build a digital and inclusive Mauritius. This partnership fully exemplifies the strength of the Public-Private-and People Partnership (PPPP) model, where each actor contributes to shaping our future. As the Minister of ICT, I fully support this approach, which is poised for progress and innovation. We must ensure that every citizen, without distinction, can benefit from the opportunities provided by the digital revolution," he emphasized.
