Commissioner Dev Jokhoo Promises to "Restore Order"
On a phone call, Dev Jokhoo, the prison commissioner, speaks candidly: "Many inmates are colluding with drug traffickers. This is why they feel empowered to dictate terms in prison." According to him, this proximity fosters an atmosphere of indiscipline where some prisoners now refuse to obey the management's orders.
The senior official also denounces what he views as a shocking imbalance: "Prisoners receive more ‘welfare’ than the guards." Housing, food, leisure – everything is provided in the name of human rights. "But in trying to give them everything, we forget that prison is not a hotel," he quips.
Regarding phone communications, Dev Jokhoo is firm: "They don’t need it. They are already very connected in terms of communication."
The prison commissioner vows to take firm control. "I will restore order in the prisons," he warns, dismissing complaints he considers "exaggerated." "The menus are already prepared by the nutritionists from the Ministry of Health," he reminds.
It remains to be seen whether the announced measures will be enough to curb a crisis that reveals the structural flaws of a correctional system overwhelmed by the scale of trafficking and the permeability of its walls.
