Real Estate: A Luxury Residential Development in Labourdonnais
Domaine de Labourdonnais Ltd is planning a high-end residential subdivision in Labourdonnais, spanning over 15 hectares. The environmental impact report submitted to the Ministry of Environment details 136 lots, several green spaces, and modern infrastructure.
The Environmental Impact Assessment (EIA) for a residential subdivision project in Labourdonnais was submitted last week to the Ministry of Environment. Prepared by KDA Geosystems Ltd on behalf of Domaine de Labourdonnais Ltd, the owner of the Labourdonnais Castle among other properties, this document complies with the 2004 guidelines for residential subdivision projects. It outlines a layout covering 15 hectares and 8,518 square meters, located in the northern part of Mauritius, near Mapou, Labourdonnais, Belle-Vue, and Cottage.
Currently, the 14 hectares and 435 square meters of land owned by Domaine de Labourdonnais Ltd are used for sugar cane cultivation, while the remaining 1.8083 hectares consist of former uncultivated areas. A land conversion permit granted by the Ministry of Agro-Industry and Food Security exempts the developer from the conversion tax, in accordance with Section 31(a) of the Sugar Efficiency Act of 2001, amended by Section 82(C) of the Finance (Miscellaneous Provisions) Act of 2023. The site is located outside the limits of authorized development according to the Outline Planning Scheme for the Rivière-du-Rempart district, adjacent to the northeast, southeast, southwest, and northwest of the surplus land of Domaine de Labourdonnais Ltd, as well as partially bordering the Mapou Shree Kali Mata Mandir (Kalimaye) site and a 25-meter buffer from the old railway line. To the north, it runs along Beau Plateau Road (B43), with the main access planned as a 7-meter wide road. The site provides easy access to the M2 motorway. According to the developer, there are no endemic fauna or flora, it does not have ecological significance, nor does it contain any monuments in the vicinity. No sensitive areas such as wetlands, streams, or springs have been reported, according to the developer.
Within a one-kilometer radius, surrounding landmarks include the village of Mapou (1,000 m to the south), the International Preparatory School (200 m to the west), École du Nord (400 m to the west), the Domaine de Labourdonnais headquarters (300 m to the north), Les Vergers des Labourdonnais (1,000 m to the north), CARE medical center (300 m to the north), Quartier des Serres (400 m to the northwest), and Labourdonnais Sports Club (500 m to the northwest).
Amenities
The subdivision plans to divide the area into 136 medium to large residential lots, including affordable parcels, four green spaces, a guard post, and a plot dedicated to a "green forest." Infrastructure will include underground networks (water, electricity, phone), paved roads with sidewalks, sufficient public lighting, and pedestrian green spaces. The main access will connect to Beau Plateau Road (B43).
