Energy Transition: An Ambitious National Plan Focusing on Solar, Wind, and Innovation
As part of the national strategy for energy transition, the Ministry of Energy and Public Services will develop a comprehensive plan aimed at enhancing energy security, accelerating the shift to renewable energy, and improving energy efficiency.
The goal is to ensure a reliable, sustainable, and cost-effective supply in the short to medium term. The new strategy is based on six major pillars:
• Intensification of solar energy development.
• Expansion of wind energy.
• Gradual phase-out of coal through the National Biomass Initiative.
• Revitalization of decentralized rooftop photovoltaic production.
• Better integration of variable renewable energies into the grid.
• Strengthening of policies, regulations, and institutions to accelerate the development of renewable energies.
To stay on track towards the 2035 goal and meet the rising peak demand, the ministry will implement a national demand management and energy efficiency strategy, which includes:
• Establishing minimum energy performance standards for certain appliances.
• Mandatory energy audits for large consumers.
• Deployment of energy performance contracts to facilitate financing improvements.
Additionally, to integrate more renewable energy while ensuring grid stability and energy security in the coming years, the Central Electricity Board plans to set up a 450 to 500 MW combined cycle gas turbine power plant, powered by liquefied natural gas, at Fort William. This was announced during the Council of Ministers meeting on Friday, October 31, 2025.
