The Central Criminal Investigation Department (CCID) is conducting a thorough investigation into the pre-planned landing of a private jet at Plaisance Airport. Approximately forty individuals, including passengers and members of a 'welcoming team', have already been questioned to determine each person's responsibility.

The CCID is delving deeper into the landing of a private jet belonging to Mamy Ravatomanga through its subsidiary, Trans Ocean Airways (TOA), part of the Sodiat group based in Madagascar. The aircraft, a Cessna Citation 560XL, touched down on the runway at 12:44 AM on the night of October 11-12.

Authorities are particularly scrutinizing the passengers of the plane, as well as the members of a 'welcoming team' present at the Jet Prime Lounge around 1:15 AM. Other individuals who participated in a gala evening organized at Avalon, Bois-Chéri, are also central to the investigations. At this stage, no arrests have been made, but investigators continue to probe to establish the responsibilities of all involved.

The inquiry aims to understand the procedures surrounding this pre-planned arrival. By recovering communications between Trans Ocean Airways, Jet Prime Ltd, and the Department of Civil Aviation (DCA), investigators have determined that the flight was scheduled just a few hours in advance, shortly after the military takeover by CAPSAT in Madagascar. An initial communication between TOA and the DCA was recorded at 9:58 PM, followed by confirmation from Jet Prime at 10:32 PM.

The presence of the 'welcoming committee' has particularly caught the attention of investigators. Gilbert Noël, a resigning member of the Board of Directors of Jet Prime and Airport Holdings Ltd, Andry Patrick Rabetokotany and his wife Lovanirina Rabetokotany Ravatomanga — daughter of Mamy Ravatomanga — as well as Louis Raymond Daryl Rivet, are involved. Gilbert Noël has been interrogated by the airport's Criminal Investigation Division (CID) and is subject to a 'Report/Objection to Departure' issued by the Passport & Immigration Office (PIO). His phone has been examined by the CCID's Information Technology Unit (IT Unit), and similar procedures apply to other individuals.

Investigators are also interested in the roles of Louis Raymond Daryl Rivet and Gilbert Noël during the gala evening co-sponsored by Jet Prime the night before the landing. This week, the CID also interrogated Andry Patrick Rabetokotany and his wife. Andry Patrick, who has been residing in Mauritius since November 2023, holds an 'Occupation Permit' for the company AFG Océan Indien.

Meanwhile, another aspect of the investigation focuses on the connections between Jet Prime Ltd and Trans Ocean Airways. Correspondences exchanged on the night of October 11-12 have been requisitioned to trace all steps leading up to the landing of the jet carrying Mamy Ravatomanga, his wife Ramy Nivo Haingonirina Rakotoniary, former Malagasy Prime Minister Louis Christian Ntsay, and Aina Fenosoa Ravatomanga and Ramy Mialy Tiana Ravatomanga.

The results of the technical examinations conducted by the IT Unit will be crucial for the continuation of the investigation. They will clarify the timeline of operations, identify the responsibilities of each individual, and confirm the role of each participant in this affair.

To date, the CCID continues its investigations to complete the file and verify all elements surrounding this pre-planned landing, with particular attention to the coordination between TOA, Jet Prime, and the Department of Civil Aviation.
