The Co-Pilot of Mamy Ravatomanga's Private Jet Leaves the Country

The co-pilot of Mamy Ravatomanga's private jet, Zuzie Raymond Hasiniavo, has departed from Mauritius. He left the country on Tuesday, November 25, after retrieving his passport from the Mauritian authorities.

Following an examination of his cellphone, no incriminating evidence was found on the co-pilot's device. The office of the Director of Public Prosecutions, which is working with the police on this investigation, ordered the return of his passport. After the Passport & Immigration Office lifted any restrictions against him, he took flight. On November 18, the co-pilot had sworn an affidavit after his passport was withheld by the authorities.

The pilot, Mija Ramantsoa, of the private jet has also left for France. Seven weeks after the jet's arrival at Plaisance, carrying Maminiaina (Mamy) Ravatomanga, his wife Ramy Nivo Haingonirina Rakotoniary, former Malagasy Prime Minister Louis Christian Ntsay, Aina Fenosoa Ravatomanga, and Ramy Mialy Tiana Ravatomanga, the investigation led by the Airport's Criminal Investigation Division is ongoing, with no criminal charges filed to date.

Flight Plan

Investigators, working with the office of the Director of Public Prosecutions, are delving deeper into the circumstances surrounding the arrival of this jet owned by Mamy Ravatomanga through his airline Trans Ocean Airways. To date, investigators are focused on the lack of a flight plan that details the itinerary of this aircraft, registered as 5R-HMR, which was communicated to air traffic services.

The aircraft departed from the TOA hangar at Ivato Airport in Antananarivo at 10:19 PM on Saturday, October 11.

Investigators, in collaboration with Malagasy authorities, have found indications that the pilot took off without obtaining permission from the Ivato Airport control tower in Tana. Furthermore, Plaisance was not informed of the jet's entry into Mauritian airspace. Initially, the aircraft attempted to land several times in Reunion but, facing refusals from Reunion authorities, directed its flight towards Mauritius.

Before the aircraft took off from Ivato, the pilot had made an initial request for landing permission in Mauritius at 10 PM with the Mauritian Civil Aviation Department. However, the Aeronautical Information Service (AIS) did not grant clearance for the flight, as such requests must be made seven days in advance according to current regulations. At 10:32 PM, Jet Prime submitted a second request for landing permission on behalf of TOA for a planned takeoff at 11:30 PM, which was denied by Plaisance.

At 11:12 PM, Jet Prime renewed its request for the private jet's landing at 11:30 PM. In the meantime, the aircraft had already taken off from Ivato Airport in Antananarivo at 10:19 PM. Due to the lack of necessary permissions, the Mauritius Air Traffic Control (ATC) instructed the pilot at 11:31 PM not to enter Mauritian airspace. Finally, at 12:20 AM, the Acting Director of Civil Aviation authorized the aircraft's landing, which touched down at Plaisance at 12:44 AM after the pilot indicated that the fuel tank had a three-hour and twenty-minute range.

In addition to the investigation by the Central Criminal Investigation Department (CCID), the Financial Crime Commission (FCC) is also looking into the circumstances of the private jet's arrival in Mauritius. They aim to determine if there was any corruption involving the Civil Aviation Department and Jet Prime.

The commission has evidence showing that access to the Jet Prime Lounge was requested as early as 10 PM, well before the private jet was granted permission to land at Plaisance.

At Plaisance Airport, a "Welcoming Team" was present to greet the passengers of the private jet, consisting of Gilbert Noël, a resigning member of the board of directors of Airport Holdings Ltd and Jet Prime Ltd, Louis Raymond Daryl Rivet, a company director and acquaintance of Mamy Ravatomanga's son, Andry Patrick Rabetokotany, and Lovanirina Rabetokotany Ravatomanga, respectively Mamy Ravatomanga's son-in-law and daughter.
