Death of an inmate at Melrose prison: independent investigation announced

The death of inmate Andy Selmour, which occurred on December 9, 2025, at Melrose prison, was discussed in Parliament by the Prime Minister this Friday. Describing the events as "revolting," he announced immediate measures and the establishment of a Board of Inquiry.

According to information provided by the Prison Commissioner and the Police Commissioner, the inmate died around 8:25 PM under alarming circumstances. Prison Superintendent Goburdhun Buldewo and Assistant Superintendent Vijaysing Jhurry have been suspended from their duties. Four inmates, identified through surveillance footage as having participated in the assault, have been transferred to other facilities for security reasons.

A CID investigation, led by Assistant Superintendent of Police Seedeeyan, is underway. Fifteen statements have already been collected from prison staff, health officers, and inmates. Instructions have been issued to expedite the investigation and submit the case to the Director of Public Prosecutions.

Recalling that this incident occurred in the same prison where serious disturbances had erupted last July, Navin Ramgoolam expressed his condolences to Andy Selmour's family and assured that the matter would be thoroughly investigated.

A Board of Inquiry will be established under the Public Inquiries Act and will be chaired by former judge Paul Lam Shang Leen. The terms of reference for this independent investigation will be communicated later to the National Assembly.
