Title: Moustass Leaks: ACP Lilram Deal Willing to Provide Access Codes for Listening Devices

Content: The Assistant Police Commissioner (ACP) Lilram Deal, former head of the Counter Terrorism Unit, was arrested last Tuesday as part of the investigation into the Moustass Leaks case. The court granted his request for conditional release on Friday, but due to his inability to provide two bail amounts of one million rupees each, he was forced to remain incarcerated.

ACP Deal expressed his willingness to cooperate with investigators from the Central CID to provide the access codes for two telephone tapping devices, known as Pertsol, deemed essential for decrypting and continuing the investigation. Without these codes, investigators struggle to fully utilize the information contained within the devices, which were acquired in 2022. Details regarding these devices and their operation are expected to be clarified in upcoming hearings organized by the Central CID. The senior police officer is expected to offer his expertise and testimony regarding the use and acquisition of this equipment.

In this context of cooperation, ACP Deal's lawyers, Messrs. Roshi and Yash Bhadain, have sought the court's opinion regarding the application of Section 32 of the Official Secrets Act. Attorney Roshi Bhadain clarified that this provision is particularly technical: if his client discloses a state secret, he commits an offense, but if he refuses to provide certain information to the police, he also risks prosecution. However, the court assured that the information communicated by ACP Deal during the investigation could not be used against him for any other offense, thus securing his cooperation with the investigators.

The case remains at the forefront of judicial news, as the Central CID continues its investigations to shed light on the acquisition and use of these telephone tapping devices. The outcome of these hearings could be crucial for the future of the investigation.
