New Legal Term: Introduction of 'Motor Manslaughter' for Serious Traffic Offenses

The crime of 'Motor Manslaughter' will be introduced to punish the most severe behaviors behind the wheel. Alcohol, drugs, or excessive speed: this measure aims to prevent fatal accidents and hold high-risk drivers accountable.

Authorities are working on tightening the legal framework regarding road safety with the introduction of 'Motor Manslaughter,' aimed at sanctioning the most serious and aggravating behaviors on the road. This legislative change comes in response to a context marked by fatal accidents involving alcohol, drugs, and driving without a license, along with a clear intention to strengthen prevention and enforcement mechanisms.

According to information provided by the Police Commissioner, between January 1st and November 20th, 2025, the police recorded several fatal accidents linked to illegal driving behaviors. Four accidents involved drivers who tested positive for alcohol, 150 involved drivers under the influence of drugs or intoxicating substances, and four concerned drivers operating without a valid license. All these cases are still under investigation.

In this context, the proposed amendment to the Road Traffic Act gains significance. The 'Motor Manslaughter' offense will address traffic violations considered particularly serious. This offense would apply when a driver shows a serious disregard for the safety of other road users. Behaviors targeted include excessive speed, driving under the influence of alcohol or drugs, or any act demonstrating willful and serious negligence of safety rules.

In the event of a conviction for 'Motor Manslaughter,' the proposed penalties would be severe. They could include mandatory imprisonment, a long-term disqualification of the driving license, and mandatory participation in rehabilitation programs. The goal is to send a strong deterrent signal and enhance the criminal responsibility of drivers involved in fatal accidents resulting from high-risk behaviors.

Simultaneously, the 'Penalty Points' system has been partially implemented since January 1st. This system aims to impose stricter penalties on offenders exhibiting dangerous or irresponsible driving, particularly in cases of speeding or driving under the influence of alcohol or drugs.

It has come to our attention that the ministry is also working on modernizing the driving license issuance system, incorporating QR codes and other technological features designed to facilitate the detection of fake licenses.
