Road Safety - Points License: A Reform Ready, Application Pending

The new penalty point system for 33 traffic offenses depends on the operational functionality of the Mokloud platform. Fines have been increased, and some provisions are already applicable since January 2026.

The traffic penalty point system will come into effect as soon as the judicial and police IT systems can upload data to the Mokloud digital platform, as stated by Transport Minister Osman Mahomed to Défi Quotidien. This platform will replace the old "Driving Licence Counterpart" and allow each driver to check their accumulated points.

The ministry has circulated the list of the 33 traffic offenses subject to this points system. These offenses will incur additional penalties, in addition to the fines outlined in the Road Traffic (Amendment) Act, which have been revised upward.

Certain provisions of the amendments to the Road Traffic Act have been in effect since January 1, 2026. Articles 5, 6, 7, 11, and 12 of the Road Traffic Act were promulgated at the end of last year. Fines range from Rs 50,000 to Rs 500,000 under the relevant articles.

The judiciary and the police will work together to track the accumulation of points, which will be available on the digital platform. A driver risks losing their driving license after accumulating a maximum of 15 points within three years. According to the law, once a driver accumulates points, it takes three years (36 months) for the counter to reset for each offense committed, explained Minister Osman Mahomed.

Minister Osman Mahomed emphasized that a driver who pays their fine "on the spot" will receive the minimum points. However, if a dispute arises and the case is referred to the court leading to a guilty verdict, the maximum points will be added to the penalty system. The fine payable will correspond to the offense committed.

While the penalty point system is expected to be operational in the coming weeks, the Transport Minister is calling for drivers and road users to adopt more responsible behavior to reduce accidents. "The law will be stricter, and we are working in that direction," stated Minister Mahomed.
