PRB 2026: What You Need to Know About New Salaries, Pensions, and Retired Employees' Leave
On Monday, January 26, 2026, the Cabinet took note of the implementation details of the 2026 report from the Pay Research Bureau (PRB).
The new salaries will be applied in two phases: 50% of the revised salary from January 2026, and 100% from January 2027.
A "Master Conversion Table" will be established to specify the applicable salaries for January 2026 and January 2027. This document will be made public by the Ministry of Public Service and Administrative Reforms. Employees who would have qualified for benefits such as travel grants, travel allowances, duty-free privileges, or passage benefits upon the full implementation of the PRB 2026 report will be entitled to these benefits retroactively from January 1, 2026.
The pensions for retired civil servants will be recalculated based on the "discounted salary" for 2026, and then adjusted to the full PRB salary starting January 2027.
For civil servants retiring in 2026, the Cabinet has established the following terms:
a) The payment of the "commuted lump sum," along with an exceptional payment equivalent to 2% of the annual pensionable emoluments for each complete year of service beyond 400 months, calculated on the basis of 100% of the revised salary expected in the PRB 2026 report;
b) The calculation of the monthly pension based on the reduced salary for 2026, with an adjustment to the full PRB salary starting January 2027;
c) The calculation of accumulated sick leave, including reimbursement for unused sick leave from 2020, as well as accumulated vacation leave, based on 100% of the PRB 2026 revised salary;
d) The reimbursement for unused sick leave and passage benefits for 2026, calculated based on 100% of the PRB 2026 revised salary.
Furthermore, the Cabinet noted that the "High Powered Committee," chaired by the Cabinet Secretary and head of the Public Service, is currently finalizing its report on the payment of allowances for officers working on Sundays. Its recommendations will be submitted at the next Cabinet meeting.
Finally, civil servants have until March 18, 2026, to choose to opt into the PRB 2026 report, according to the terms approved by the government. Revised salaries will be paid retroactively for the period from January to March 2026.
