Sunday Allowance: Allocation Restored at a Rate Equivalent to One Day's Salary

The government has approved the recommendation from the High-Powered Committee, chaired by the Cabinet Secretary and Head of the Public Service, regarding the payment of a Sunday Allowance to officers working in shifts or on rotation on Sundays.

This allowance will be restored at a revised rate equivalent to one day's salary, in addition to the normal remuneration received by this category of officers. In making this decision, the Cabinet acknowledged the observations made by the High-Level Committee regarding the issue of payment for officers on shift/rotation working on Sundays, as follows:

• According to the Pay Research Bureau (PRB), Sunday has always been regarded as a normal working day for civil servants in shift/rotation grades. This recommendation from the PRB is supported by Articles 30(1) and 30(2) of the Workers’ Rights Act, which differentiate between Sundays and public holidays for remuneration purposes.

• When determining the wages for shift/rotation grades, the PRB has consistently assigned a higher wage scale compared to workers on regular schedules, in order to compensate for the fact that these workers may be called to work on Sundays. This is reflected in the PRB Report 2026.

• Workers on rotation performing night services are also eligible for an additional payment under the Night Duty Allowance.

• The decision made by the previous Government in 2024, under which officers in shift/rotation grades received an ordinary day's salary plus two extra days' salary starting January 2024, had no legal basis for its implementation.

This decision was endorsed by the Cabinet meeting held on Friday, January 30, 2026.
