Suttyhudeo Tengur, negotiator for the Government Hindi Teachers' Unions (GHTU), expresses his concerns regarding the 2026 Pay Research Bureau (PRB) report. He believes that the government's revision of the "Sunday Allowance" indicates that it is responding to public pressure and recognizing the extent of the report's inconsistencies, which was originally intended to address wage injustices. Instead, it seems to have exacerbated disparities, particularly for primary school teachers.

Despite the government's announcement of a gradual implementation of the PRB 2026, Tengur argues that this approach contradicts the very principles of the report. He insists that the recommendations should be implemented in a cohesive and balanced manner.

The union leader also criticizes that some adjustments have been made selectively and under pressure, undermining the credibility of the initiative. Primary educators, he points out, are still facing persistent wage gaps and a blatant distortion of pay scales, especially due to automatic alignment with the minimum wage.

In light of this situation, he states that the government cannot settle for mere one-off adjustments. According to Tengur, the solution would be to appoint an independent commissioner to assess the pay scales. Without this, he concludes, the 2026 version of the report risks becoming an outdated framework, used for political purposes rather than for genuine wage reform.
