With his shirt off, Hans Emmanuel Juliette writhes under the strikes, trying to shield himself. However, unable to defend himself due to being handcuffed, he becomes vulnerable to the unleashed fury of the officer who strikes him with rage, landing at least 14 baton blows. This scene of gratuitous violence unfolds before shocked onlookers. "Hey! Look at how they're hitting him," a female voice exclaims, clearly in distress.
The brutality does not go unnoticed by the other officers present. "Hey, stop it! Let him go!" they shout at their colleague. They manage to intervene with difficulty. One officer grabs the baton. Then, the injured suspect is dragged roughly to the police vehicle. As they leave the scene, the officers tell a local resident, "Madam, stop filming that." "No," she firmly replies.
Later that same day, the shocking footage spread rapidly on social media platforms like Facebook and TikTok.
François, the father: "They beat him like an animal"
The Juliette family is outraged by the treatment Hans Emmanuel received. "The police beat him a lot," François, his father, recounts. Early Thursday morning, the police raided their home on JSS Street in Goodlands to arrest him. Hans Emmanuel was still in bed when the officers arrived. "Without knocking, they barged in. They pulled him off the bed. They were brutal with him," François adds.
The 25-year-old was sought after a complaint for assault with a corrosive substance and for failing to appear in court for a previous case. He was taken to the Goodlands police station. However, according to his father, Hans Emmanuel was a victim of police brutality. "They were hitting him, and he ran away because of the beating; he couldn't take it," he explains, justifying his son's escape from the police station once they arrived.
"He went to hide at his friend’s, they beat him like an animal, they have no right," he added. Speaking about the attack, the suspect’s father stated: "They seized his phone and motorcycle for Rs 1,000," adding that his son had always cooperated with the police.
"This kind of baton strike!"
Ricardo, a close friend, does not hide his anger either. "We don't need to know his faults. The police can't beat handcuffed individuals. It’s like hitting him on the head as if you are killing an animal. This kind of baton strike! Everyone saw what happened. We do not agree, we want justice," he exclaims. "Will he receive any treatment for this? Who knows. I hope the government understands what's happening and takes this seriously," he says.
A known repeat offender for thefts
Hans Emmanuel Juliette is a well-known face to the police and the justice system.
In April 2021, he was first convicted for "Larceny on Public Road," receiving a fine of Rs 1,000 after stealing Rs 5,100. A few months later, in November, he was sentenced to a week in prison for "Larceny being 2 in number," after stealing three bags containing aluminum items worth Rs 7,000. On December 14, 2021, he faced another conviction: one month in prison for stealing a battery in Goodlands. On June 2, 2022, still before the district court of Rivière-du-Rempart, Hans Emmanuel was found guilty in two separate theft cases: the first resulted in a week’s imprisonment with a year of police supervision, and the second, three weeks in prison. In May 2024, for the theft of a cell phone, he received a one-year good behavior sentence.
In March 2025, he was sentenced to three months in prison for "Larceny" and "Illegal Trafficking in Stolen Goods." On the same day, he was also found guilty for the first time of a drug-related offense, "Possession of Heroin."
Officially, it was an acid attack that led to the arrest of Hans Juliette, a 25-year-old resident of JSS Avenue in Goodlands. On Wednesday, January 28, a 22-year-old mason living on Camélia Avenue in Cité Ste-Claire, Goodlands, reported that the day before, around 5 PM, while sitting by the roadside in front of his brother-in-law's house on JSS Avenue, he was the victim of an acid attack.
According to him, the attacker was riding a motorcycle, a brand Aprilia. He stopped next to him before splashing the corrosive substance on him, affecting his legs and causing burns. The motorcyclist then fled. This attack seems linked to an incident involving a counterfeit banknote. The victim claims that Hans Juliette attempted to give him a fake Rs 1,000 note, which he refused.
Victim of the acid attack - Jorgan Jean Noël: "I could have lost my leg"
Jorgan Jean Noël, 22, claims he was a victim of an acid attack while sitting by the roadside. The incident allegedly occurred last Tuesday. According to his testimony, the suspect, identified as Hans Juliette, was riding a motorcycle when he stopped next to him. "I was sitting by the road, he passed on the motorcycle and threw something at me like acid." The suspect fled after committing the act.
Jorgan Jean Noël says he felt burns on his legs. "My legs turned red. I went to the restroom to rinse them with water." He had to receive treatment at the Mediclinic in Goodlands.
Jorgan Jean Noël had previously had a dispute with Hans Juliette. "He had a fight with my uncle, and I went to defend. He didn’t agree, maybe that’s why he held a grudge." A video of the assault with the corrosive substance is circulating on social media. An investigation has been opened.
The Central Barracks: "The facts are being examined according to internal procedures"
In a statement released on Friday afternoon, the Central Barracks acknowledged the video circulating on social media. The police confirmed the arrest of an individual sought under a warrant, involved in an acid attack case in Goodlands.
According to the statement, after his arrest, the suspect attempted to flee from the police premises but was quickly apprehended by the officers. The facts are currently being examined in accordance with the internal procedures in place, the police emphasized, reminding that an investigation is already underway.
The Central Barracks reaffirm their commitment to act in accordance with the law and professional standards.

"This is not maintaining order, but violence," laments lawyer Prisca Perianen, a member of the anti-torture commission within Dis-Moi. According to her, the observed act constitutes an abuse of power and not the application of the law.
Commenting on the viral video from Thursday on social media, which shows a uniformed officer striking a suspect, the lawyer insists: sanctions against lawbreakers must strictly adhere to legal provisions. "Justice is served only in a court of law. No one is above the law," she reminds.
