Changing the Rules Without Changing the Players...

In Mauritius, we love reforms just as much as we love repainting a house with rotten foundations. We change the color, proclaim modernity, summon experts, and then wonder why the rain keeps coming in through the roof. Electoral reform is no exception to this old Mauritian temptation: to change the system without changing the mentality.

The question is simple, almost brutal: can we change the voting system without addressing the underlying autocracy?
