Health: A First Public-Private Collaboration Led by the C-Care Training Institute to Strengthen Healthcare Staff
A groundbreaking national qualification in Mauritius aims to sustainably enhance the human resources of the health sector. C-Care, in partnership with the Mauritius Institute of Health (MIH), officially launched the National Certificate Level 5 in Nursing: Nurse Assistant on Wednesday, January 28, 2026. This new skill level introduces a bridge between Healthcare Assistants and Registered Nurses. Spanning two years, the program qualifies participants for the role of Nurse Assistant. The ceremony took place at Hennessy Park Hotel, attended by Anil Bachoo, Minister of Health and Wellness; Guillaume Dalais, Chairperson of C-Care and Group CEO of CIEL; and Hélène Echevin, Group CEO of C-Care, along with other members from both C-Care and MIH. Representatives from the Ministry, Mauritius Qualifications Authority (MQA), and Nursing Council were also present, highlighting the close collaboration among various health sector institutions.
A Structured Response to the Health Sector's Needs
Through this innovative program, C-Care Training Institute and MIH aim to address a national strategic challenge: increasing the qualified workforce in health facilities while ensuring high standards of quality, safety, and patient respect.
"This launch reflects our commitment to developing structured training pathways aligned with the realities on the ground and the concrete needs of the Mauritian healthcare system. We are not looking to compete with existing professions, but to complement the training ecosystem, fill gaps, and create sustainable career pathways," emphasized Annabelle Lonborg-Nielsen, Chief People & Continuous Improvement Officer at C-Care.
An Innovative, Accredited Program Embedded in Practice
Proposed for the first time in Mauritius, the National Certificate Level 5 in Nursing: Nurse Assistant is a full-time, two-year program approved by the MQA and developed in collaboration with members of the Nursing Council of Mauritius. It employs a hybrid format combining in-person classes and clinical placements within C-Care facilities, enabling direct immersion in a hospital environment.
Reacting during the launch, Hélène Échevin, CEO of C-Care, stated: "The long-awaited launch of the Nursing Assistant Program by C-Care Training Institute fully illustrates the strength of our collaboration with the Mauritius Institute of Health. At C-Care, we believe that the quality of care begins with the quality of human skills. Our nurses and clinical teams play a central role daily, being closest to patients and doctors. Through this program, we aim to inspire vocations, train more professionals, and actively contribute to preparing a new generation of qualified healthcare personnel."
A Long-Term Vision for Human Capital Development
The launch of this program continues the C-Care Training Institute's efforts to structure progressive training pathways related to healthcare professions. Attached to a hospital group, the institute has chosen to place patient experience, care quality, and professional ethics at the heart of its teachings.
A Training Focused on Quality and Safety of Care
All programs at C-Care Training Institute are built on a rigorous approach: adherence to procedures, multidisciplinary teamwork, communication with patients and their families, and management of complex situations. The objective is clear: to train competent, committed caregivers who are immediately operational and capable of meeting the sector's demands.
"The launch of the National Certificate Level 5 in Nursing – Nurse Assistant, alongside other programs developed by C-Care in collaboration with the Mauritius Institute of Health, is part of a strategic initiative aimed at strengthening a diverse, qualified, and resilient healthcare workforce capable of responding to the evolving needs of our population and supporting the sustainability of our healthcare system. I want to congratulate C-Care Mauritius for its vision and leadership. Recognized for its modern facilities, clinical excellence, and commitment to safety and quality of care, C-Care, supported by the CIEL Group, perfectly illustrates how private leadership can align with public interest, contributing to the development of human capital and the excellence of our healthcare system," declared Anil Bachoo, Minister of Health and Wellness.
Through this pioneering initiative, C-Care reaffirms its commitment to actively contributing to the development of human capital in healthcare by building a training ecosystem tailored to field realities, meaningful, and resolutely focused on excellence.
