Death of Andy Selmour: Witness Mentions Drug Case During Board of Inquiry

The fatal assault on Andy Selmour appears to be linked to a drug case. This was stated by one of the suspects arrested in the matter during the Board of Inquiry investigating the death of the 33-year-old inmate at Melrose prison. Initially, the witness claimed that the assault was a result of the theft of his personal belongings, but under questioning, he eventually admitted it was connected to a drug case.

During his testimony, the inmate claimed that Andy Selmour had stolen his personal items, which included a bar of soap, razors, and a battery. He stated that the 33-year-old had promised to return them on December 9, the day he was supposed to receive a visit. However, on that day, Andy Selmour allegedly refused to return the items, leading to a confrontation between the two men. The inmate reported that he informed a fellow inmate, and together they decided to assault Andy Selmour as a form of punishment.

Subsequently, the witness changed his account. He ultimately acknowledged that the assault was related to a drug case, asserting that Andy Selmour had received a drug package that day, a rumor that was circulating among several inmates. After the assault, he claimed to have received twenty doses of synthetic drugs.

Additionally, a suspended prison assistant superintendent was also heard. Former judge Paul Lam Shang Leen, who is presiding over the Board of Inquiry, confronted him with an Extract Order issued to transfer the victim to the hospital. The guard explained that at the time of this request, it was lock-up time, the period when prisoners return to their cells, amid a staff shortage. The priority was to secure and confine the inmates.
