Strategic Agreement: Dr. Arvin Boolell Engages Mauritius in a New Era of Agricultural Research with CCARDESA

A revised charter for the Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) was signed on Thursday, April 9, 2026, by the Minister of Agro-Industry, Food Security, Blue Economy, and Fisheries, Dr. Arvin Boolell, in Port Louis. The signing ceremony was attended by CCARDESA representative Dr. Bartholomew Chataika and legal advisor of the Southern African Development Community (SADC), Ms. Refilwe Mosarwa.

In a statement, Dr. Arvin Boolell emphasized that the revised CCARDESA charter will broaden opportunities within the agro-industry and provide tangible benefits for all. He highlighted that this initiative aligns with Mauritius' goal of inducing a paradigm shift in the sector, ensuring that farmers and the broader community are the primary beneficiaries.

The minister stated that the modified charter's focus on research and development will further strengthen industry stakeholders.

Highlighting Mauritius' ambition to transition from a developing island state to a major oceanic state, Dr. Arvin Boolell also praised the inclusion of priority sectors such as the blue economy and fisheries in the revised charter.

For his part, Dr. Bartholomew Chataika noted that the amended charter will enhance cooperation between CCARDESA and Mauritius, allowing for stronger institutional support. He emphasized that this development will further enhance regional integration and support inter-institutional collaborations.

Amendments

The amendments to Article 14 stipulate that the General Assembly will meet once a year, allow for extraordinary sessions when necessary, and permit virtual or hybrid meetings by removing references to physical locations. This revision increases flexibility, reduces costs, and encourages broader participation.

Article 15 has also been amended to extend the term of Council members from two to three years and to introduce a continuity clause, allowing members to remain in office until their successors are officially appointed. This change helps ensure leadership stability and avoids governance gaps between the end of terms and the appointment of new members.

The proposed amendments strengthen the governance framework of CCARDESA, improve operational efficiency, and ensure continuity of regional agricultural programs. For Mauritius, these reforms translate into greater flexibility in participating in regional governance, cost reductions through virtual meetings, and better oversight of programs. They also enhance Mauritius’ integration into regional agricultural research systems, ensuring access to knowledge platforms and capacity-building opportunities that support national innovation and resilience strategies.

Cabinet approval has been sought to authorize Mauritius to sign the agreement, reaffirming its commitment to regional cooperation in agricultural research and food security.
