Standoff with CEB: Supreme Court Rejects Chavansingh Dabeedin's Appeal

On appeal, the Supreme Court confirmed on Friday, April 10, 2026, a decision made in the dispute between Chavansingh Dabeedin and the Central Electricity Board (CEB). On March 13, 2025, a judge had dismissed his request for an interim injunction aimed at preventing the CEB from appointing someone else to the position of Head of Transmission and Distribution.

In his request, the individual also sought reinstatement to this position as well as to his role as a Board Member of CEB Fibernet Co Ltd. Six grounds for the appeal were presented. The CEB opposed his action, deeming the request poorly conceived and frivolous. Sunjay Summun and CEB Fibernet Co. Ltd, named as defendants, also contested it.

Chavansingh Dabeedin claimed to have been employed at the CEB since 1992. In June 2020, he was appointed Transmission and Distribution Manager. In July 2023, he was transferred to the position of Head of the Production Department, while Sunjay Summun was designated to take over as Transmission and Distribution Manager.

In her ruling, the judge noted that Dabeedin had not mentioned in his affidavit dated October 21, 2024, that he had been suspended in September 2024 following a formal accusation before the Financial Crimes Division. Thus, she rejected his request for an injunction.

On April 10, judges Aruna Narain and Karuna Gunesh-Balaghee emphasized that the indictment and suspension of Chavansingh Dabeedin were significant factors rendering his claim invalid. They ruled that the injunction was no longer warranted following this suspension.
