The director of Ryder Xpress Co. Ltd has been charged with conspiracy on Tuesday. Following the arrest of Abdoulhakim Moindze, the Financial Crimes Commission (FCC) carried out a second arrest in the investigation concerning the alleged misappropriation of subsidized flour exported to Comoros. This individual is Baboo Virendranathsingh Gowreesunkar, 54, the director of Ryder Xpress Co. Ltd, who was arrested on Monday, April 20, after being interrogated. He has been provisionally charged with conspiracy in court and is currently in detention.

According to the FCC, the company director is suspected of playing a central role in a fraudulent scheme that allowed the export of over 12,000 bags of subsidized flour. He is accused of declaring during the export procedures that the flour was unsubsidized, thus facilitating the acquisition of the necessary permits. This false declaration allegedly generated illicit profits estimated at Rs 4.9 million.

The investigation also suggests that Baboo Gowreesunkar manipulated export documents to circumvent existing regulations and directed the shipment to Comoros under false pretenses, notably presenting it as donations.

In this case, Abdoulhakim Moindze, a 40-year-old Comorian businessman, was arrested on Saturday, April 18. He is provisionally charged with "fraud by false representation" under the Financial Crimes Commission Act. He is suspected of fraudulently obtaining export permits and facilitating the shipment of goods under the cover of false declarations.

Both suspects have appeared before the relevant jurisdictions. Baboo Gowreesunkar remains in provisional detention. The FCC's investigation continues to ascertain the exact scope of the network and the responsibilities in this alleged misappropriation of subsidized products.
