FCC Investigation into an Estimated Rs 75.9 Million Drug Trafficking: Steven Moothoocurpen and Inspector Luckmun Arrested

The Financial Crimes Commission (FCC) has arrested Steven Moothoocurpen and Inspector Vicky Luckmun as part of a drug trafficking case estimated at Rs 75.9 million, revealing a plot involving both civilians and police officers.

On Tuesday, March 24, the FCC intensified its crackdown on organized crime and money laundering networks. Investigators reached a crucial milestone in a new case concerning a massive drug importation valued at Rs 75.9 million. This case, with connections tracing back over a year, has led to a high-profile double arrest.

Steven Moothoocurpen, 35, who was on probation for money laundering, has been apprehended once again. Alongside him, Inspector Vicky Luckmun, a former member of the Anti-Drug and Smuggling Unit (ADSU), has also been arrested. This alleged collaboration between a civilian already known to the police and an officer from an elite unit highlights the complexity of the network infiltrated by the commission.

The FCC's investigation unveiled a meticulously orchestrated plot dating back to June 2024. According to evidence gathered by the commission's agents, the two men allegedly worked together to organize the importation of a suspicious package from Hong Kong. The cargo, which reportedly arrived in Mauritius a month later, was retrieved by Steven Moothoocurpen after evading all border controls.

Five Kilograms of Synthetic Drugs

The implicated package contained over five kilograms of a substance suspected to be synthetic drugs. Authorities estimate the market value of this merchandise at an astonishing Rs 75.9 million. FCC investigators have no doubt regarding Inspector Luckmun's involvement at this stage. He is suspected of using his position and expertise within the anti-drug brigade to facilitate this dubious transaction and allow the package to transit smoothly.

Both men underwent lengthy interrogations on Tuesday before being detained. They will face justice on Wednesday under provisional charges of conspiracy and drug importation.

This latest crackdown once again places Steven Moothoocurpen in the spotlight. He was already under the FCC's scrutiny following an arrest on August 5, 2025, for money laundering. During a forceful search of his home, officers seized Rs 717,500 in cash, along with an impressive fleet of 11 cars and three motorcycles, all valued at Rs 12.46 million.

The investigation then expanded to include his business ties with Ameersaheb "Ally" Jagai, son of Superintendent Ashik Jagai, former head of the Special Striking Team. On September 17, 2025, Moothoocurpen was arrested again for acquiring two plots of land with suspected illicit funds. He chose to exercise his right to remain silent at that time.

Today, this new drug importation case significantly adds to his criminal record and confirms the FCC's commitment to dismantling the financial structures of drug trafficking in Mauritius.
