[Menlo Park] ASP Dussoye at the Center of Allegations of Threats, Insults, and Vendettas

This case involves Deepshika Gowreesungkur, who was extensively questioned by Assistant Superintendent of Police (ASP) Balmick Dussoye at the Anti-Money Laundering Unit (AMLU) on April 15, 2025, before being allowed to leave the premises.

Following this interrogation, Deepshika Gowreesungkur's lawyers condemned what they describe as unacceptable tactics and maneuvers, arguing that they violate democratic principles and existing legal procedures. An audio recording alleging threats and intimidation attempts has also been shared on social media. Subsequently, a complaint drafted by lawyer Jaykar Gujadhur has requested that the police investigation against her be removed from the AMLU of the Central CID, which they consider "biased" and "not independent." A summons concerning this matter has been issued by the court; this request will be debated very soon.

ASP Dussoye Targeted by Serious Allegations

In the meantime, according to WhatsApp screenshots currently circulating on social media, a man identified as ASP Dussoye (as per the name saved on the phone in question and in the screenshots) appears particularly angry following recent developments and the defense strategy adopted by Deepshika Gowreesungkur.

It is noteworthy that this case pertains to the so-called "Menlo" investigation, linked to a loan granted by the Mauritius Investment Corporation (MIC) to Menlo Park Ltd. Recall that there were also screenshots of WhatsApp messages and audio recordings detailing allegations of wrongdoing by Rama Sithanen and his son in this matter. This scandal ultimately led to Rama Sithanen's ousting from the Bank of Mauritius.

Several other revelations have emerged, alleging that Rama Sithanen conspired with Ashvin Deena from Mauritius Commercial Bank Ltd (MCB), and possibly with Assistant Superintendent of Police Balmick Dussoye, to have Deepshika Gowreesungkur, a former Relationship Executive at MCB, fired and arrested.

Rama Sithanen and an Ongoing Saga

In these new WhatsApp exchanges, ASP Dussoye asserts that "Rama told me this was an easy case." If true, these remarks would confirm previous claims that Rama Sithanen, the former governor of the Bank of Mauritius, intervened with ASP Dussoye and the AMLU to initiate a so-called "premeditated" investigation concerning Menlo Park.

Moreover, a complaint filed by former Deputy Governor Gerard Sanspeur with the Financial Crimes Commission (FCC) reportedly cites several cases of misconduct and what are deemed illegitimate interventions by Rama Sithanen. The repercussions of this complaint and the potential for an investigation remain unknown at this stage.

In these same exchanges, the individual identified as ASP Dussoye also stated, "they lost the election" and suggested that the time has come for the parties involved in the Menlo Park case to face consequences. Is there a political motive behind these actions?

Threats and Tensions within the AMLU

In these messages, the individual identified as ASP Dussoye also discusses "premeditated threats and actions" and claims he intends to take revenge against several people involved in this matter. He further criticizes some AMLU officers, whom he describes as "too soft" in these exchanges, suggesting that he should take charge of the interrogation himself.

Defamatory and Insulting Remarks Against Lawyers and a Supreme Court Judge

The circulating WhatsApp messages also reportedly contain derogatory remarks aimed at several lawyers and a Supreme Court judge. The individual identified as ASP Dussoye disparages and insults multiple legal professionals to his interlocutor.

A Mention of an Agreement

Finally, in these messages, ASP Dussoye also references an "agreement." The nature of this agreement remains unclear.
