ICTA Launches 'KaliteNet', a Participatory Platform to Measure Internet Quality

A one-day workshop organized by the Information and Communication Technologies Authority (ICTA) under the auspices of the Ministry of Information Technology, Communication and Innovation, titled "Measuring What Matters: Empowering Internet Users with Crowdsourced Quality of Service," opened on Monday, May 11, 2026, at the Hennessy Park Hotel in Ebène.

The opening ceremony was presided over by the Minister of Information Technology, Communication and Innovation, Dr. Avinash Ramtohul; the Chairman of ICTA, Tassarajen Pillay Chedumbrum; alongside stakeholders from the ICT sector.

The workshop focused on implementing a participatory solution, the platform "KaliteNet," designed to assess the quality of internet services across the Republic of Mauritius. By collecting real-time user feedback on internet speed, reliability, latency, and overall performance, the initiative aims to provide more accurate and transparent data to enhance regulatory oversight and service delivery within the country’s digital ecosystem.

In his speech, Dr. Avinash Ramtohul described the initiative as a significant step in Mauritius's digital transformation journey, noting that it introduces a user-centered approach to internet quality evaluation. He emphasized that empowering consumers with real-time crowd-sourced data would help enhance transparency, accountability, and value for money in the ICT sector.

The Minister of ICT also highlighted that the project is part of broader digital reforms being implemented by the Government, including mobile number portability, enhanced data protection measures, and the modernization of electronic transactions. He underscored the growing importance of robust ICT infrastructure and reliable network performance in light of the increasing demand for digital services and artificial intelligence technologies.

For his part, Tassarajen Pillay Chedumbrum stated that ICTA is continuously striving to modernize quality of service monitoring through innovative regulatory tools. He explained that the "KaliteNet" platform would allow users to independently test internet speed and service quality in real-time, while also enabling ICTA to gain a clearer national overview of internet performance and take corrective actions if necessary.

The program also included a live demonstration of the platform, technical discussions on consumer empowerment and data transparency, as well as a knowledge-sharing session with the Luxembourg Regulatory Institute, where international best practices were presented.
