Sotravic Takes Legal Action Regarding Public Tender Offers -

Port-Louis, October 9, 2025 – Sotravic Limited has initiated legal proceedings as per regulations to contest certain recent decisions concerning public tenders, particularly those related to the operation of the Roche Bois transfer station and projects linked to La Chaumière.
Specifically, the company believes that certain award procedures warrant re-examination to ensure a strict application of fairness and transparency principles. Accordingly, it has opted to utilize the appeal mechanisms outlined in the Public Procurement Act and has reported the events to the Financial Crime Commission and the Competition Commission for necessary actions.
On September 1, 2025, an appeal was lodged by Sotravic with the Ministry of Environment, Solid Waste Management, and Climate Change regarding the Roche Bois tender. On September 12, the case was submitted to the Independent Review Panel (IRP), the independent body responsible for reviewing appeals related to public tenders.
According to the law, the filing of such an appeal typically results in the suspension of the concerned procedure, which indeed occurred. However, it has been noted that a bid was received by the initial closing date of September 16, and on September 17, the ministry retroactively issued a Certificate of Urgency, allowing the continuation of the process.
Sotravic currently operates the La Brasserie transfer station (contract awarded in 2022) and previously managed La Chaumière. Under these contracts, the company faced payment delays in 2024 and 2025. Despite these challenges, it ensured the continuity of public service to avoid any disruption for citizens.
