Electoral Reform: The Tough Questions
Several years ago, in a paper presented to the British Institute of International and Comparative Law, I argued that our electoral system, which includes the Best Loser System, represents a careful and intricate effort to balance various competing demands. This balance is crucial for fostering a stable and cohesive state from a diverse societal foundation.
I concluded that any attempt to replace this system must begin with a thorough understanding of the complexities involved in such a balancing act.
