It took twenty years, a Supreme Court ruling in 2005, a recommendation from the United Nations Human Rights Committee in 2012, a temporary amendment that was immediately repealed, and a decisive stance from one of the partners in the Alliance for Change for the issue of ethnic declaration to return before the Council of Ministers on April 24, 2026.
