The FCC Opposes Ravatomanga's Request to Lift the Freezing Order on His Assets

The Malagasy businessman Maminiaina "Mamy" Ravatomanga is contesting the freezing order issued by the Financial Crimes Commission (FCC) on October 15, 2025, concerning his assets. His appeal was heard on Thursday, October 30, 2025, before Judge Véronique Kwok Yin Siong Yen. Ravatomanga was represented by attorney Harsha Gobin, who appeared in place of Mamy Ravatomanga's lawyer Gilbert Noël, alongside his wife, Ramy Novo Haingonirina Rakotoniary Ravatomanga. The couple was also assisted by lawyers Khushal Lobine and Joy Beeharry. The FCC was represented by lawyer Nitisha Seetaram, who opposed the application and indicated that an affidavit would be submitted. The judge has scheduled the next hearing for November 19, 2025, for the presentation of this affidavit.

In their request, the Ravatomanga couple is seeking the revocation of the order dated October 15, which they argue is based on an "incomplete and politically motivated" complaint. They assert that the allegations against them had already been investigated by the National Financial Prosecutor's Office (PNF) in France, which concluded with a "dismissal" in July 2023.

The applicants claim that the FCC failed to disclose this decision to the Court before obtaining the freezing order. They also add that the complaint originated from a Malagasy citizen, Fanirisoa Ernaivo, whom they describe as "not credible," citing her conviction in 2022 by the Antananarivo Court of Appeal to three years in prison and an international arrest warrant against her. The Ravatomanga couple is also requesting the suspension of any ongoing investigation, the revocation of disclosure orders issued in connection with the case, and the cancellation of the "report on departure" obtained by the FCC.
